Press F8 when Windows is booting, then select Safe Mode. (Perhaps)

F8 is disabled by default on windows 10 (and maybe 8) to speed up booting (it takes time to bring up the usb stack and start polling keyboards).

Another way to get into safe mode is by turning off your computer while it's booting up, the next time you start your computer it should say it wasn't shut down properly and should allow you into safe mode.

Those system lockers are usually quite easy to get rid of. The ones that encrypt your files are a bitch though.
