if you have an Old3DS (a O3DS and N3DS are distinguished easily by zL zR additional mini CStick and eye tracker (veeery teeny thing next to the front facing camera) (the o3DS lackks these) then you want VC's over Emulation (exceptions VirtualNES and Snes9x these arent high up on accuracy lists but have a sizable compatability list and run pretty much full speed as-is for the O3DS and run Perfect on an N3DS) if your 3DS is on 11.3 Backup yer NAND as per the Guide but dont update to 11.4 right now theres no need to update espically since CTR-HTTPWN lets 11.3 use online needed features (Homebrew launcher is still Kaputz [payload wise] for O3DS under 11.4 as is NTR Streaming for N3DS.
11.3 is the current preferred FW most people should be at for the time being.
now if you mean Downloaded 3DS Games any game in .3DS format are for Sky3DS+ / Gateway (sorry i mean Gatewait/Gatebrick) CFW usable formats are in .cia which are installable to SD via FBI/BigBlueMenu/DevMenu or you can use Freeshop and/or CIAngel to install said games, telling you where to get the games outside ciaangel/freeshop is against GBATemp Rules , that you haveto search yerself,

Seriously this post.if you don't know or how to find out what firmware you are on, maybe this hacking thing isn't for you.
If they are Gameboy, Gameboy Colour or Gameboy Advance ROMs, you can play that with homebrew (http://smealum.github.io/3ds/) with the applications GameYob and mGBA. To access homebrew you'd need 11.4 if its a new 3ds or <11.3 on anything else.

OP as others said, it depends on what ROMs you're trying to play. Either way you'll get the most universal use out of your console by installing A9LH.
You can not play .3ds files without a Sky3DS/Gateway flashcart (You can install .cia files with just A9LH, which the link below lets you install)I have the 3DS on the same version. The ROMS I want to try to load up and play are .zip files with .3ds files inside. Would using A9LH be the best bet for me to play these?
