yes it is, i did that a long time ago but not many games worked and the ones that did played slow because the ps2 usb ports are version 1.1

3 way (with open ps2 loader):
1. usb hdd -> very slow loading time and stuttering animation
2. ide (hdcombo) or sata port mod (soldering required)-> equivalent to an internal hdd : blazing fast
3. network hdd with smb server -> pretty much the same as the internal hdd except some stuttering on HQ cutscene
