Hacking PKHeX help

so im sure we all know that PKHeX is no useable with gateway , but i was wondering something .

i know cybergadgets could make , let's say , pikachu , and could give him the ability levitate .
how would i go around this using PKHeX and gateway ? is it not possible to change the HEX codes in the game through the gateway method ?

Now, we can use PKHeX with a Gateway savefile

i know we can use PKHeX with gateway and how to do it . what im saying is that with the cybergadget way they were giving there pokemon illegal abilities which PKHEX doesn't allow you to do , and i did my research and you have to change HEX values inside the game or something along those lines .

You can add anything with pkhex, you just have to activate the 'Illegal mode' but that's pretty useless since you won't be able to trade or use the hacked mon online.

where is this illegal mode ? and it's mostly just to fuck with some IRL friends
