Have you tried the Bahamut version of Phantasy Star 0 with the Bahamut Patch/Crack? Surely the Bahamut version would work, because it worked for me. I'm using the same thing - R4 + YSMenu. I've tried the XPA Rom with the XPA Patch, didn't really work. Just give the Bahamut version a go.
The YSMenu build with the latest release of the unnofficial DSTT firmware has fixed the online problem.

I think the problem is more that there aren't many people who play online.
The 'big thing' in PS0 is the Eternal Tower, which is Single Player only.
Sure, online games have higher drop rates, but those who want to take advantage of that will just end up doing the solo version.
