Hacking Permanently banned?

I tried to install niconico with freeShop and tried to log in but got an error (022-5???). I haven't restared my 3DS. Am I permanently banned?

Uh, is this on a Japanese console? I don't think apps for other regions can connect if your console is not the same region. I remember trying some European 3DS stuff on my US console and they wouldn't connect. I'd try hitting the friends list and seeing if it loads you as online.

American. It shows as connected

A banned console can download from freeshop. 022-5548 means that eShoo is unavailable at the moment. Is it in maintenance in US?
Can you enter in Miiverse?
Was you banned for Pokémon, last week?

I came back from thanksgiving events but before that I got the same error when I tried to access Miiverse so I left my 3DS on all day and now I can access Miiverse and I can access the eShop and my NNID settings. I haven't restarted yet and I don't really know if I was banned or not yet. Also @EmanueleBGN I wasn'tbanned from Pokemon Sun/Moon

Ok I tested these things and they all seem to work:

NNID settings - works
Miiverse - had error code, but working again
eShop - works
Online gaming - works
Friend list - works
eShop downloading - works
Logging in with NNID - works

I haven't restarted yet but I'm starting to think I'm not banned
