In my experience no it does not. I used fiddler proxy in conjunction with pegaswitch dns, and pointed the connection test for switch in fiddler to the pegaswitch dns. Then I just attempt to connect to the network, and then it connects to pegaswitch while still blocking updates.
Pegaswitch DNS does not let you resolve any host-names if used as is (both primary and secondary DNS), so yeah it blocks updates as well as any other URL the system would try to reach.
