Not gonna happen from ReSwitched at least, sadly. None of us are going to make it out there. I was all ready to do so, but I kinda have a kid due at the same time it's going on, haha.
Hacking comes first... new kid comes second. Priorities man.! jk

What's that? Isn't that a meeting where people try to address the most dangerous issues around the world or am I wrong?
It's one of the biggest (maybe even the biggest) hacker meeting taking place annually ever end of december. Meanwhile a lot of talks about different topics (e.g. science, politics, society) are held also.
The last 3DS, PS4 and Wii U talks were amazing

Yup. I've found zero confirmation that homebrew is impossible past 3.0, however there is no confirmation it is possible either. If you can find undeniable evidence that the Switch can't be hacked past 3.0, please show me.
Do you know what you're saying? The only thing that's impossible, is to "prove" what CAN'T be done. You can only prove what CAN. There is no such thing as evidence that something can't be done. The only thing you can prove is that that YOU can't, and YOU haven't seen any information that it can.

Note that I said I have found zero confirmation, not that there is zero confirmation. My lack of understanding may just because I didn't research hard enough.

Well, the OP is pretty explicit in saying 3.0.0 only, that to me indicates 3.0.0+ is highly unlikely. Don't hold your breath.

As somebody who want to start to develop Switch homebrew, where should I start? I have experience in C# and I guess the language you need to know is C, so I guess I have to learn some C first. But how do I actually write homebrew for the Switch and test it on the console? Is there any guide?

I've read it and well, my skill level is certainly not up to par with informations provided. :D I guess I have to wait until we're able to develop our Switch Homebrew in Unity (which would be a wish come true).
