The guide that is always posted is okay, but it doesn't factor DIY bundles into account.
Check out both Tigerdirect and Newegg and look at their DIY bundles.
Most of the time, these bundles are a good deal and contain lots of good parts.
I built my friend a pretty decent computer the other day for 400$, so you're in luck.

Under the protip section of the guide, it does mention:

Is there a website where i can acutally choose the parts instead of combos?

That combo doesn't need a graphics card - the 2400 will have Intel HD 2000 graphics built in. You can probably just throw in a GTX 550 Ti on top of it and I think that will level off at $500. Beware that you don't know what brand (if any) that 500W PSU is, and SeaGate HDDs are unreliable. Oh and the H61 motherboard probably doesn't have SATA III or USB3. Otherwise it's alright.

Intel HD 2000/3000 mostly works when your GPU died or needs a replacement.They can handle many of the games for some time.

On the PC-
Its a Seagate Drive.If you'd like to get a short life span HDD,then get it.
Also the PSU is of unknown brand,so don't get it.

The rest is up to you.

I think it's quite likely that the PSU is actually a Raidmax brand PSU.
I think he should contact their customer support and address them to make sure that is the case if that's the only reason he is uncertain about that package.

I've done over $13,000 USD worth of shopping over Newegg now, they are really good about handling such concerns.
In fact I once bought a budget case from them in 2003 that DID have an unbranded power supply and I told their RMA department I couldn't afford to ship back the entire case. They replaced the PSU itself which was DOA, with a branded PSU of the same wattage that they had in stock.

I had to call them a couple weeks ago because my browser froze during a transaction and I didn't wait on hold at all in a weekday morning.

As far as the Seagate hard drive goes, I've never personally had a Seagate HDD fail, and that one has a 2yr MFR warranty and Newegg of course will replace it outright if it doesn't work within 30 days of the purchase.. That one is probably a perfectly good mass storage drive. But as a system drive or booting from it, it's not the best you can do for the price.

Breaking up the combo would still keep the build under $500 if you selected those parts individually and picked a different HDD!
