Can this application brick my console?
No it can’t, but in case something happens to your console, plug a GameCube controller and turn on your console. The moment it starts booting press up + down + left + right at the same time (all directions on the D-Pad) that should solve the problem. (HomebreWare cannot and will not brick your console this advice is just in case of highly unlikely scenario.)

Oh WOW... This is obviously crap since you can't do that without hacking your controller to press all 4 directions at the same time.. Still I wonder what's in that package..
