Patch for a Pokemon distribution ROM are allowed?

Question.
I made a custom Pokemon distribution ROM using WCDPatcher to distribute Latin America Night Light Jirachi, but i can´t upload here for "No piracy rule".
But using Xdelta, i created a patch in .xdelta format can be applied to the Gamestop Deoxys 2008 Distribution ROM and make it distribute Jirachi.
That don´t break any rule or the fact it´s a Pokemon distribution can be against the rules?
Edit: I added some things and removed another, but im not 100% sure if my question is clear.

Patches like (.xdelta) or (.IPS) for example do not break the rules, you are more than welcome to upload them as they don't contain the full ROM data, so long as you do not include the ROM/s inside the archive where the patches reside.

If it's just a patch, it's allowed.
Patches do not contain any sort of copyrighted material, but just instructions on how to patch copyrighted material sourced from somewhere else.
