It's a closed-source project, with a couple of unfinished RE efforts. You'd be much better off using the available source for some of the other, more current projects, like bootstrap. Or patois has a wip disassembly of NTR CFW here https://github.com/patois/ntrdisasm

Disassembling a CFW without a romloader can very much make it to where you can add one without setting up the whole CFW itself.
