Hacking Online Ban - Error code 022-2452

Hello, my 3DS got banned since a long time from now, because I tried to connect myself with the leaked cia of Pokémon Moon.

I unbanned myself from the online using my other 3DS but I still can't access to things that requires a Nintendo Network ID (eshop...) since mine got banned. That's why I unlinked my NNID ID to create a new one, but when I try to link the new one, I got a 022-2452 error code.

Other people got the same issue than me, and they solved it by disabling developper mode (UNITINFO) in Luma. I tried to do it, but I keep having the same issue...

Anyone knows how to fix it ?
