Hacking Ok, but HOW do you install .CIAs?

Running GW3D 9.4 and I have tried looking for a guide on this site regarding installation of .CIAs. I notice some people mentioning "DevMenu", but never going any further into detail as far as the steps to do it.

When i google "DevMenu" I get this page:

From what i understand, you place the CIAs on the big Sd card (internal 3ds memory) and then 'import' them using DEVMENU app?

Im really looking for a comprehensive guide. Thanks in advance.

You need to download BigBlueMenu. I cannot give you a link, but it should be pretty easy to find on Google.

I did that, but I figured that information was outdated since the new release. Seeing as how I wasn't sure. I figured i'd ASK.
