OFW update online.

I've seen people say they can't download OFW directly from the switch while banned and I've read plenty say they can. Can ALL banned switches still get firmwares from the console directly or can some banned not even get the ofw? I know I could do it offline with daybreak but I figured if I could update from the switch that will be much easier. Thanks.

Fw updates will never be restricted
