ROM Hack Offline nus3bank converter?

I barely started making custom music for sm4sh 3ds yesterday and I was using the mp3>wav>brstm. smashcustommusic nus3bank and today it says that uploading has been disabled for whatever reason so is there another way I can convert brstm files to nus3bank
