Found one, seems fake. The files are interesting, though. Notcie how ssncleandump.nds was modified on 10/13, while it was dumped late night 10/11. Also, note the game.dll file. What is that?

Found that before, it's yet another fake. The 'cracked' rom is the exact same as the clean one. The game.dll is probably useless. And why would you package no$gba with it? Why not desmume?

It's 10/13 over here now. As is in a couple of other countries, that's not strange

Try extracting without the DLL and running it in actual No$gba.

Nobody uses IPS patches for DS patching/translations.

Naw, I'll see if I can find it in the ROM. It seems to list what can beat levels and stuff, maybe it has merit stuff too.
