I have read the 3dsguide and i have installed everything perfect.
But A9LH didn't save OTP.BIN on the sdcard.
    I have the files NANDmin.bin and NANDmin.bin.sha.

    system
    O3DS 11.2.0.35E A9LH and LUMA

How can i obtain the OTP.BIN file.

Can i do the following steps(i don't want to save tickets and saves):

    9.2.0 ctrtransfer

    Instructions
    Section I - Prep work
    1. Copy GodMode9.bin from the GodMode9 .zip to the /luma/payloads/ folder on your SD card and rename GodMode9.bin in /luma/payloads/ to up_GodMode9.bin
    2. Copy the 9.2.0 ctrtransfer image .bin and .bin.sha from the ctrtransfer .zip to the /files9/ folder on your SD card
    3. Copy Decrypt9WIP.bin to the /luma/payloads/ folder on your SD card and rename Decrypt9WIP.bin to x_Decrypt9WIP.bin
    4. Reinsert your SD card into your 3DS
    Section III - ctrtransfer
    1. Go to “SysNAND Options”, then “CTRNAND Transfer”, then “Auto CTRNAND Transfer”
    2. Select the 9.2.0 ctrtransfer image when prompted by pressing (A), then input the key combo given
    3. If you do not already have a NAND backup, Backup SysNAND to NANDmin.bin when prompted by pressing (A)
    4. Allow the transfer process to proceed automatically, this may take some time
    5. Once the transfer is complete, press (Select) to eject your SD card
    6. Put your SD card in your computer, then copy NANDmin.bin and NANDmin.bin.sha from the /files9/ folder on your SD card to a safe location
      • Make backups in multiple locations
      • This backup will save you from a brick if anything goes wrong in the future
      • Your backup should match one of the sizes on this page; if it does not, you should delete it and make a new one!
    7. Delete the 9.2.0 ctrtransfer image .bin and .bin.sha from the /files9/ folder on your SD card
    8. Reinsert your SD card into your 3DS
    9. Press (Start) to reboot
    10. Update your 3DS by going to System Settings, then “Other Settings”, then going all the way to the right and using “System Update”
    Then i am on 11.2.0.35E

Must i do the following steps again?

    Downgrade to 2.1.0

    Instructions
    Section I - Prep work
You should be in Decrypt9 for these steps.

    1. Press (Select) on the main menu to eject your SD card, then put it in your computer
    2. Copy the 2.1.0 .bin and .bin.sha from the ctrtransfer .zip to the /files9/ folder on your SD card
    3. Reinsert your SD card into your 3DS
    4. Press (B) to get to the Decrypt9 main menu
    Section II - ctrtransfer

    1. Go to “SysNAND Options”, then “CTRNAND Transfer”, then “Auto CTRNAND Transfer”
    2. Select the 2.1.0 ctrtransfer image when prompted by pressing (A), then input the key combo given
      1. If you do not already have a NAND backup, backup SysNAND to NANDmin.bin when prompted by pressing (A)
      2. Having a backup of your device’s NAND is REQUIRED.
    • Skipping this backup will result in the LOSS of all installed games and saves!
    1. Allow the transfer process to proceed automatically, this may take some time
    2. Once the transfer is complete, press (B) to go back
    3. Press (Select) to eject your SD card
    4. Delete the 2.1.0 ctrtransfer image .bin and .bin.sha from the /files9/ folder on your SD card
    5. Press (Start) to reboot without reinserting your SD card
      • While on 2.1.0, the device will black screen on boot if your SD card is inserted before the home menu loads
      1. Reinsert your SD card into your 3DS after the home menu loads
      2. Every time the device is rebooted on 2.1.0, you will need to take out your SD card before boot and put it back in after the home menu loads
      • This will be fixed once you restore your device in the next page

    must i installl arm9loaderhax again??

The only method I know is to go back to 9.2, uninstall a9lh, downgrade to 2.1 and re-install a9lh. Although you're better waiting for someone else to answer it.

your otp is in a9lh folder not in files9, anyways, for what reason you want to have it?

Can be all sorts of silly reasons. Like the one for which I did the steps I described.

You only need your backup. But you'll need it to re-install a9lh if your backup is pre-a9lh.

Yup. But, if you somehow get it uninstalled, you'll need to downgrade to 2.1 again to install it, instead of only opening SafeA9LHInstaller and clicking install.

this is bullshit, you just need your NAND Backup and hourglass9 to recover a soft brick

Uninstall a9lh with SafeA9LHInstaller on 2.1 or if you restore a pre-a9lh backup without selection the option to keep a9lh.

To uninstall a9lh, follow this page: https://3ds.guide/9.2.0-ctrtransfer, launch SafeA9LHInstaller, uninstall a9lh and follow 3ds.guide from 2.1 ctrtransfer.
