I was wondering if anyone knows if the homebrew application to remove the maximum play coins for a day works without running it or anything. I also don't know how to compile the apps and wonder if anyone can provide links to where I can download homebrew applications and games pre-compiled, or a good tutorial to compile them. Thanks!

they're questionably useful in rune factory 4/smt4 at best

Rune Factory 4 doesn't use any play coins at all. Anyway play coins are usually used like a currency in lots of Nintendo games. I'm pretty sure AC: NL requires them to purchase fortune cookies for example.

You can trade Play Coins to Arthur for small amounts of gold lategame in RF4.
 
If you want a list of compiled apps, just visit http://wiki.gbatemp.net/wiki/List_of_3DS_homebrew , although only most are compiled.

I'm unsure if the playcoin application I'm using requires me to run it for a first time.

I have another question that you may be able to answer: Is Ironfall still available for download or has it been taken off the eShop?

So I can't get IronHax? Am I screwed?

Well... I'm not that well versed in the homebrew hax stuff since never tried to use it.
But I believe you still have the Youtube hax as an alternative since it's basically the same as Ninjhax2 or Ironhax but using Youtube app as the entrypoint.

I do have TubeHax installed, but that requires an internet connection. That's why I wanted to get IronFall so I could just get IronHax and use it whenever without needing a connection.

I see. You're out of luck then. Ironfall isn't available anymore.
 
A new entry-point has come out recently, its called smashbroshax by yellows8, it also allows you to use the homebrew launcher using ssb4 for 3ds. Although it seems that it only worked on new 3ds for now.
