No it does not rant, it's just software and contains nothing illegal.

I'm aware of what an emulator is; the files themselves aren't illegal, but they're also not free. Asking to receive them for free is a warez request.

Vague Rant is correct, No$GBA 2.6a is is not freeware and needs to be bought so it does fall under the warez category if people post links to or distribute it here.
