Hardware No battery symbol when first docked

So I picked up a switch that wouldn't load past the nintendo logo upon inspection I noticed they ripped off the fuel gauge somehow. I replaced that with one from a donor board and now all seems to work.

However it seems like the switch doesn't know when it's placed in the dock. If it is powered off placing it in the dock will not cause the console to power on. It is charging when in the dock and it does display to the tv but it is missing whatever signal happens to display the battery symbol or power the unit on.

Could this be from the fuel gauge? I was a little skeptical because it's a bga chip and I freehanded the solder on it.
