The reason is because I bought a used 3ds ... with the NID blocked .
The only thing you can do is try and call Nintendo to get it unblocked. If that doesn't work, you'll have to try and get a refund on it. This all depends on where you bought it. If from eBay and the seller didn't mention that the NNID was blocked, you can ask for a refund and file a claim with PayPal. If Amazon, you should be able to also get a refund...If anywhere else, unless the seller is being generous, you're probably s**t out of luck. Sorry.

Out of curiosity do you have any idea how it got banned? This is the first I have heard of that happening.
Did you try calling Nintendo? Also, where did you buy it from? You could use the 'item not as described' option if you used eBay.

He can't format because it requires connecting to the Internet. Which is why he has to format before updating the emunand, as older versions don't require Internet connection to format.This tutorial is for 4.1-4.5, but it will likely work very similarly with the upcoming Gateway update.
Create an emuNAND on your SD card, back it up with emuNAND tool, boot Gateway mode, go to System Settings, make sure it says "GW3D" instead of "Ver." before the version number, update the emuNAND to 9.4, go back to System Settings, go to the format option below the system update option (this will erase all emuNAND and SD card data but will leave the emuNAND partition intact), make another backup with emuNAND tool, and create or link a NNID in the NNID settings in the System Settings.
To have multiple NNIDs and prevent problems with bans, console bans (which are only for Wii Us), and perma bans, backup the emuNAND with that NNID, restore the clean (no NNID) 9.4 backup, create another NNID, backup that emuNAND with the 2nd NNID, restore the clean one again, and keep repeating the process until you have as many backup NNIDs as you want.
Just restore your 9.4 backup with the 1st NNID that you created when you are finished and want to use it.
I have not tested this yet, but this method should allow you to use emuNAND tool to create, backup, and restore NNIDs and switch between them.

ok so another "banned for fraud"....thats good to hear
not good for you sorry .....but just good that its still only credit card fraud that's getting consoles banned.
as for "removing a NNID" im pretty sure you can do this in system settings on 7.x+ emunand.....but iirc someone else had a similar situation and it was the actual console banned, not just the NNID linked to it
If you have emuNAND backup you can try to downgrade 3DS to lower firmware.
ouch, nintendo, being douche as usual. I think you should get a refund.
How exactly are they being a douche? It's the previous owner that committed fraud, and this guy's fault for buying from a non-retailer without testing first. Yes it sucks, but there's nothing Nintendo can do, unless every guy that gets his ID banned just gets one of his friends to call Nintendo and tells them he 'bought it from someone else'.
Well if you can wait your still in the green for the new gateway exploit. installing devmenu will work on it so maybe using UpdateCDN can help.
