ROM Hack Question NHSE Help required please

Hello im a little confused.
I loaded JSKV and did a back up of my ACNH save.
I then loaded up NHSE on pc.
I selected my save file.
Maybe the issue is because i only have 2 villagers Kid Cat + Agnes.
I selected villager Kid Cat.
I selected new villager and loaded nhv file.
I then did edit house and selected same house for new villager but nhvh file.
I selected save.
I moved the save file to the JSKV folder.
I then put sd card back in switch and went to JSKV and selected restore.
Nothing changed in game.
When i load JKSV i choose device saves is that correct?
