Hey guys I got the NTSC-U version of Undercover to work on my Jap Wii (3.1J_v2, wiikey 1). Note that I DID NOT install any of the "required" IOS (38, 53, and 55). Here are the steps I followed:
1) Got the NTSC-U backup
2) Replaced the 3.4U update with 3.1J_v2 using latest version of Wii Update Manager (or maybe you can brickblock instead of replacing the update but I haven't tried it.)
3) Patched main.dol to remove both 001 and 002 errors using latest version of Wii Generic Patcher
4) Patched main.dol to force English using wglp_v2
5) Used Waninkoko's IOSPatcher-1.1 to patch the game to use IOS36 instead of IOS55 (I used to get a blank screen without this step)
6) Burned with Nero
I burned the game onto a DVD+RW (fortunately my Wii reads any media I throw at it) to test it out and it worked!
I have never manually installed any IOS and I know that the highest IOS version I have on my Wii is IOS36.
