Well... it's entirely possible. It's commonly known that most of the action happens in the shadows and very little actually comes to public.
It's just that posts on internet boards always have to be approached with a certain degree of skepticism. The so called "pics or gtfo" that you said. lol

This guy looks to actually know things... Some posts from him on Reddit that I found noteworthy:

Let me put it this way. I accidentally updated my 3DS...I bought a new 3DS
 
Seems like either they patched an exploit/flaw or did something to spy on people's 3ds', possibly to start a ban hammer. Very strange for such a large update to not kill any flashcards, homebrew or anything else that can alter code on the system.

Nintendo hasn't killed any DS flash carts in ages. As for 3DS, I don't know.
 
Is ARM11-kernel useful? Coz there's 4 functions were updated according to 3dbrew. One of the functions updated is svcBackdoor (0x7B).

"This is used on ARM9 NATIVE_FIRM. No ARM11 processes have access to it without some form of kernelhax."

In Reddit someone claims they found a kernel exploit for 9.9 (there have been more posts about this on this thread) and the guy is called 'Babbagooties' and this is the hint he gave for the exploit: '

What does that even mean? Does anyone know?
 
We don't know. He told shiny to look at that code specifically, so we can assume that the guy thinks that shiny might get the significance.

We'll probably have a better idea what he's on about if he releases more hints.
