I think even without the ribbons, it will be blocked from trade, because of fateful encounter?

Mew's from previous gens without ribbons also can't be GTSed.

Back in Gen III, Mew and Deoxys without "fateful encounter" will not obey.
(Common methods to get non fateful encounter is to use route 101 modification hacks/ wild mod hack)

I'm pretty sure even without fateful encounter, the special legendaries are barred from GTS.
(Users who created Mew without fateful encounter and ribbons could not get it across GTS in the prev gen)

No. Only the tool by Cyber Gadget can get them for you at this time.

They do that all the time here in the US. They have has some really bad knock offs for sure!

They used that Groudon way back when Ruby and Sapphire were new. That hit me hard with nostalgia.
