No, this is for users with a New 3DS in 9.0 - 9.2 only.

You could use browserhax to hack it IF YOU WERE ON 9.2

Homebrew launcher doesn't have Kernel access. And even if you had, you have to have your own backup of 9.2 from your own N3DS to downgrade. Each 3DS and N3DS has some customization that make them unique to each console. So unless you had 9.2 on there and backed it up, you can not downgrade. Attempting to use someone elses backup will just brick your console.

The word you are looking for is encryption. It consists of two master keys and one random key.
