Theres been tons of these RPG Maker programs. I know of 10 of them now but only 1 was any good.
(Wrong names but you will know whats what)
RPG Maker (SNES)
RPG Maker 2 (SNES)
RPG Maker (GBC)
RPG Maker (PSX)
Sim RPG Maker (PSX)
RPG Maker '95 (PC)
RPG Maker 2000 (PC)

and despite it;s limitations and less features then RPG Maker 2000 and 2003 good ole RPG Maker '95 is by far the best one made even though it only is capable of 4 level events and only has 3 tile maps (2000 and 2003 can handle 255 level events and infinate tile maps) theres something about it that feels more profesinal and polished then the others.
For those that dont know em SIM RPG Maker is for making tactical or stratagy RPGs like Tactics Ogre and Final Fantasy Tactics.
Anyway to get back on the subject of this GBA ROM I couldent even begin to make an RPG on this thing even if it was English. it is FAR to limited and it;s hard enough to do on a PC anyway
