Need some advice

When I went home after buying Luigi's Mansion 2 today I came across one of those second hand stores. So, naturally, I went to take a look (these are great for finding older games). Inside they had a couple of interesting items (which I bought). One was a Topfighter for the SNES boxed (price 2,50), another was mario paint boxed (3 euro) (granted, neither of the boxes were in good condition, but still), and the last thing, which is the thing I need your advice for, was this:

Now, what I need to know is: First, was it worth the 50 euro's I paid for it, and second, what's needed to get this puppy to work (from what I'm guessing it's a GD-Rom, a power supply, and some sort of controller (oh, and a game of course), I'm just not sure if there's anything else).

You'll have to download a service manual for it somewhere.
sega might have one available, but you might have to prove that you are a distributor or an operator.
I think that thing might display VGA, so I think that a power supply and gd-rom drive would be the minimum you would need
to even test it to see if it works.
If you want to play a game on it, you'll probably end up spending hundreds.

For the most part, those things came in dedicated cabinets and
there is a reason why it's no longer in one.
If I were you, I'd be sure to test it before spending money on it.
