need help with ie

i am having problems with ie
the problem is that i keep getting random popups when i dont use i prefer mozilla
also i cant delete ie
plus can someone help me figure out how to move the taksbar from the top of the screen to the bootom again

By random popups do you mean spam ones or porn ones? If yes then you have some sort of trojan on your computer.

And for the taskbar, make sure it is not locked by right-clicking on it and verifying that the lock the taskbar option is not checked. Then simply drag it to the bottom side of the screen.
