Homebrew need help with arm9loader

ok after so long i finally decided to setup arm9loader but before i continue i need someone thats done this once or more than once to tell me if i messed up or not. i'm on part 3 section 3. i think i did section 2 right but i'm still not sure because when i went to the website it froze on glitched screen and after i turned off and reopened my 3ds i apparently got to section 3 where i setup luma. i think i did section 2 right since the 3ds doesn't open unless the sd card is inserted. here's another problem when downgrading to 2.1 i had to delete this folder 0000008f from the nintnedo 3ds folder just to get the 3ds to open i think with the sd card inside, i can't recall i didn't start this process the same day. i think arm9loader got installed correctly since my 3ds doesn't open without the sd card. is it okay for me to delete the same folder again because my 3ds doesn't open with the sd card inserted and i still need to update.
i can hold select to open luma but think that means anything right now.
sorry if my post is already answered somewhere in the forums already but the troubleshooting in the update section of the guide didn't really say anything about the 3ds not loading up in this section.

ok i just got things working again, now i just need to update. i just ended up deleting the folder i was worried about.

been trying on my own for a while now and i don't get why fbi doesn't want to replace my health and safety menu. did i miss a file because i only have hs.app as an option. there is hs 1-9 but on the inject part the hs app is still my only option

there are a few more options but Plailects guide says nothing about using those

Fbi and hs.app need to both be in the input folder, than double click go.bat and it will create 2 files banner_fbi and no banner_fbi, something along them lines, pick the one you want to inject. Put it in files9 folder on SD card, in hourglass9 inject banner_fbi.

I know its been almost a week but i just looked and there is no go.bat file
maybe somehow I did something wrong and I don't even know it. Atleast arm9loader was installed

@vb_encryption_vb turned out I was missing a file after all. I thought I downloaded everything. went back to the guide and somehow a file I thought I downloaded, I never downloaded, the fbi injectable zip. Time to back up my 3ds games and put the only cart I need in my 3ds, my supercard ds2 plus.
