Need help with a friend's Twitch + OBS problem

His connection has worked very well in week-long spurts in-between these problematic times, then out of the blue, his bitrate drops. He called Comcast about it, and they deny there's a problem in his area even though he continues to have these problems. Could it be Comcast? Perhaps, but if any of you may know how he can fix this other than switching ISPs, it would be appreciated.

    If your throat closes, putting oxygen in your mouth will not solve anything - as you will be introducing oxygen prior to the area of obstruction
