You have to copy the pack into some special folder inside Dolphin folder structure, and that folder should contain in the name the game id.
PS: Sorry I don't remember so well, but it is a manual process.

This is specific for a Xenoblade texture pack:
    Quoted form here.

For other games the process is similar, but the folder name "SX4E01" is different, as this is the game id as you can read it from Dolphin's list. (right click in a game on Dolphin's menu, select properties, and read the title of the window that is opened)

There are also some additional steps to be accomplished (enabling user textures in the options).
Read the link I quoted, it applies for games other than Xenoblade also.

EDIT: Well, I will just quote that last piece of info to make things easier for you.

No, the textures are never saved into the ISO.
The textures are loaded and changed dynamically by the emulator.
Those are HiRes textures, and would probably never work on the real hardware if that is what you are trying to do.
    They work only on Dolphin.

Ok, I will point you to a thread where someone was building a very cheap PC that could run things like Dolphin, in case it is of your interest.
    https://gbatemp.net/threads/very-cheap-build.388855/

NOTE: but perhaps for Hi-Res textures you should invest in a better graphic card than the one on that build.
