All updates are region free in a technical since. Since you will be installing them from a CIA.
But only install Hyrule Updates for JP HW. These will need to come from CIA unless you have a JP 3ds and jp eshop access.

what do you mean by that?
i had SSB and MK7 RF installed as CIA , but update cias would not work on them i had to remove them and then download the matching game cia and game update cia for it to work the updates would not take otherwise

for instance MK7 eur RF installed on US N3ds cant be updated with US game update CIA, it wont work

i had to delete it and reinstall the US version game cia and US update cia, unless i could have used an EU update cia that was RF , but i could not find one, i dont know if they even exist or if they can be patched to work in that situation
no more RF games for me if they will need future updates

oh ok so if have a US N3ds ,and install the jap RF HW then i can install a regulat jap game update cia and it will work without the game update cia being region fixed even though it is being installed on a US console

Probably something to do with the deal with between Nintendo and the publishers of the game.

Very unlikley as this game will has a different file structure.
We would need to rebuild a .bin file.

I hope I knew how to test this out..

I sent an email to gateway with details links and other info in the hopes that they look into this Language option not working in gateway. If they ever reply Ill post back, (They have never replied to an email ive sent, lol )

Then don't worry about booting into HBL and then HANS. You can just play the game by installing the CIA though FBI or another CIA installer. When you boot the game, it will load in the region your console is from (EUR, USA, JP, etc.). If you want to manually select your language, boot into the homebrew launcher from sysNAND using Cubic Ninja and then open HANS (HANS is included in the starter pack for homebrew). If this does not work, you might have to wait for someone else to answer you question as I do not currently use NinjaHax as an entry point ans I use Cake CGW and not REI. Hope this helps!
