ROM Hack Need Help for Editing Pokemon Ruby Names

I was wondering if there was a program for changing Pokemon names in Ruby. Such as "A wild ??? has appeared" If there are no programs how would I go about doing that with hex-editing?

I'm not familiar with all the hacking tools available, but there's a load of them for the GBA Pokemon games. Try searching through this page here, although you might need to run the page through Google Translate:
