You need it to update to the latest Wii firmware? Just update it with ModMii.
Btw, If the hacks_hash.ini is not on the root of the sdcard, you can either create it yourself or get one from the internet and put it there. Open it with notepad and edit it as you see fit, or do that in Priiloader..
Also i don't remember if Priiloader can create one for you or not, but you might want to try it if you want.

I dunno where you looked...but the latest version is 0.9.1 and contains the hacks_hash.ini
