Soon I will buy a 3ds with an USA region, because it is very cheap. But there are a lot of games, that were translated into russian language. But I can't launch a game with russian language turned on in USA region 3ds. There will be a new update to GW3DS with an ability to emulate NAND of the 3DS. Can I emulate europe NAND so i could launch games with russian language?

Gateway removes the region lock from games, so you will be able to play European games without any issues ;) But are you sure that the 3DS you're going to buy is compatible with GW3DS? (Firmware 4.5 or below)?

Yes. My 3ds will be with 4.3 NAND. But there is the trick in launching games with different languages. Europe 3DS'S always reading your NAND sellected language, so they can launch game with the language of your NAND. But there only english laguage in USA 3DS'S. That is why I need europe NAND. If you will launch europe game on USA console it will launch in english.

You're right, I totally missed that. Well then: No, you won't be able to play games in Russian for the time being

The best you can do is buying an European 3DS, and of course, don't forget to ensure it will be below 4.5
