Homebrew N3DS as NFC tag writer?

I was just wondering if it would be possible to use the NFC chip in the *new* 3DS to write blank NFC tags versus using an android phone.

Or can the N3DS only read/write a portion of tags?

It might be easier now to develop something like this with all of the *3DHacks Tools* going on ;)
