Hacking [N00B] Can you install cias without CFW?

Hi, I just wanted to get something cleared up, is it possible to install cias without CFW? (using FBI and Homebrew ofc)
I see alot of people talking about "legit cias" I never see the difference between those and the regular one syou get from that iso site. Can someone explain this to me?
And if it is possible to install cias without CFW what would be the requirements of that cia file and the 3DS? Would it need to be launched from the Homebrew menu or from the Home menu?
Is there a chance of losing it with system updates?

NO YOU CAN'T! Unless it is legit and your on 10.7 but if you meet the second requirement then just do https://plailect.github.io/Guide/ and you can install any .cia

Legit cias are cias that came pre installed on a console that can be installed on any console

I already have a 3DS on cfw (a9lh + luma) i'm just curious if it's possible, a friend asked me about and i honestly wasn't sure, hence the question.
bottom line is, is it possible to install cias on a 11.2 3ds using homebrew and fbi?

No, CIAs can't be installed on anything above 11.0.

Use eShop to download/install cias. They're legit, signed and some of them are free
Some of them require you to PAY the devs so that they can feed their family.
