I have tried putting in the battery multiple times, how could I check if the system or battery is damaged?
Try holding the battery in place when you turn the system on. If it works fine, then something is wrong with the hardware. If it doesn't work, the battery is either dead or there is a problem with the contacts.

If its an modded A9LH system make sure that the SD card is seated correctly.
This just might be it. I have no idea where my SD card is (I think I took it out when trying to turn on the 3DS) so I put in another one and the LED stayed on for longer.

Yep that was it, thanks soooo much. But now the date and time are messed up (1/1 0:00).

You took the battery out, that's usually what keeps the RTC (real time clock) in check, it's something completely normal if you take the battery out of any electronic gadget.

FYI,if you directly followed the guide sd card must be inserted in order to boot.

Yes but when I tried to turn it on before I remember the SD card being in. It must have fallen out when I dropped the 3DS.
