msW: maxmod streaming wrapper.

Used to be a part of RUE, nowadays I decided to split it into a different lib since RUE is quite bloated now.

Installation:

• Run make install

Limitations:

• Only supports mono audio, you can change the source code if you want since adding stereo would be really easy
• Only supports BlocksDS
