Not a proper movie player, but I think you can play BMPV videos in LPP-3DS!

You can convert normal videos into ones that can be put on your 3ds for 3ds photos app

BMPVs are deprecated.
lpp-3ds now supports jpgv videos, an evolution of bmpv videos (they have a good compression ratio due to MJPEG + Vorbis codecs and a good framerate (fullspeed on n3ds)): http://rinnegatamante.it/O3DSvsN3DS.mp4
