ROM Hack Modding Extreme Butoden Sprites (.PAC files???)

There's Extreme Butoden Sprites made by fans everywhere, and some i would love to put into my copy of Extreme Butoden. I've gone in and found .PAC files, but first, I've never seen a .PAC file, so I honestly have no idea how to edit those or if I should. Secondly I don't even know if those are the sprite files or not.
