You play as them. People have been making fighters for it since '99 so there should be quite a lot to choose from

There's a alternative WIP open source version called Ikmen but no android port at the moment it seems

Unfortunately no. You'd have to take some time to learn how to use the editing software and also have artistic skills if you're planning to make the sprites yourself
