I think ISPs give a static IP by default.
And, correct me if I'm wrong, the device you use to surf the web also has an IP address. Maybe they ban that one?

EDIT: And how the hell do they know you went on another site to cheat? I don't think they can obtain your browsing history through your IP or ISP(need a court order for that)

well i am still ban from 4chan it still been 2 months ip ban lasts long

Nikolaustag is something different. It's on the 6th December.
Christmas is Weihnachten. There is Heiligabend where you get Presents on the 24th.
And there are the two christmas days on 25th and 26th.
