Re-install cIOS, and configure the game in USB Loader GX to use a different IOS.The region free option does not always work. Also, I think it's designed for physical games that are loaded through the disc channel, although I'm not too sure about this.
In USB Loader GX go to settings and set it like this:
Video mode > Force NTSC
dol patch > Yes or All

So i checked my TV specs online and yes it can read NTSC signals....and i use the cables which came with the Wii itself (I have a Wii Family Edition)....Maybe that's where the problem lies.It's what I said, you need a tv compatible with NTSC mode, maybe using component cables it will be seen in color.
