It's a long story meant for a completely different topic but this thread at SDA should sum things up

Basically this is a soldered on board that outputs a 3DS video feed over HDMI or usb and was produced by a user at SDA named loopy.
Keep in mind that since this is produced by one person it's best to avoid spamming for requests unless absolutely need one.
