I suppose keep doing genocide can make Chara completely give up and hand over the resetting power to you as a sign of defeat, and you perhaps can fix Flowey in a Pacifist run (find a soul, say those 6 human souls after breaking the barrier, maybe one of them is evil).
That is you have to become the monster that even make Chara crumble in fear, then choose redemption for once.
