does the 3ds have enough multitasking power to have a lunar magic 3ds that lets edit and then test from the app?

I see where you're going there. That could indeed be a good Super Mario Maker alternative (in fact I suggested it a while ago), the 3DS is surely powerful enough to run Lunar Magic, but it isn't open source and that's the only SMW levels editor out there, so that would be insanely hard to port.

The original SMB is a real pain to rom-hack, SMB3 is definitely a much more convenient game to edit. There are a couple open-sourced editors out there that could be ported, but that would be a really tough job.

Oh I didn't see that you linked it, I thought it was a regular SMB1 level editor. Well, if you have enough courage to port that to 3DS, go ahead! It's coded in Java so you can easily see its source code.
    Good luck, I guess! ^o^

I think it'd be a real pain even to use on the 3DS. I'm not talking about an interface, either - chances are you're not using Lunar Magic to make a completely vanilla hack and you'd want some form of ExGFX, custom music, etc. At this point FTPs could probably be used either outside of or in the application to grab files from a PC or other repository, but something about not having the files readily available bugs me. The point of would be to edit on the go. Not to mention all of the different tools besides Lunar Magic you'd use alongside it such as asar for patches, Gofer Popcorn Stew for blocks, and the list goes on.

That said, I think something simpler like an SMB3 editor would work pretty well. Granted, my knowledge of the SMB3 hacking scene is nowhere near what I know about the SMW hacking scene.

If you want to learn how to code things, basic pointer would be to learn a simple language first (BASIC was kinda fun - I learned DarkBASIC in high school, then some Java later on). After that, learning other languages is much easier because you have a foundation on good coding practices. Porting, I have no idea, but knowing some code first would definitely help.

This would be amazing. As an old SMW rom hacker, I would fall in love at first sight.
As an SMB3 editor, just as well (Mario Maker, I will slay you!).

There is one guy who is doing a mario maker thing to the 3DS. Seems like a promising project.

Can't find his name right now though....

You'll find it if you do some searches.
