Is luigi mansion 3DS a game by itself or a port ? Is it the same as adventure as the gamecube one or it's a new scenario?

There are TWO Luigi's Mansion games. Luigi's Mansion: Dark Moon is an original adventure, the sequel to Luigi's Mansion. Luigi's Mansion (3DS) is a port of the classic GameCube game with additional features.
 
Another tidbit. Both games have Multiplayer and Download Play.

Luigi's Mansion: Dark Moon 4-player Co-operative "ScareScraper" Mode. Download Play will send a mini version of the game that can run independently of the host system until the receiving device is powered off.

Luigi's Mansion (3DS Port) has a 2-player co-op story mode where the second player can play as "Gooigi".

Though you're using Emulation so that's not relevant?

I read somewhere that the original Luigi's Mansion on GameCube was supposed to have 3D features somehow. I don't know how that would have worked, but if true it would mean that the 3DS version is probably the best way to play it.

Also there was an arcade-only game, so Luigi's Mansion 3 on the Switch is actually the fourth game in the series.

The gamecube was going to have an external 3d monitor but nintendo gave up on that idea and Luigis mansion was the only game made that supported the 3d.
